ARE JUGGERNAUTS A JOKE?

Honest question here. Obviously these 4 champs are Over powered. (maybe its just me). Are they going to do some major balance? Did they really want morde in bot lane and getting drag ghosts? Did they really want skarner to turn Summoners rift into Twisted treeline?
