People that don't accept afk check; Lock-out for 5 minutes?

Today I've had a LOT of trouble even getting the afk check passed because one or two jackholes refuses to accept.

This made it so that it took over 10 minutes to even get into the champ screen. I strongly suggest a lock-out for people that do not vote yes on the afk check. If they are truly afk, then 5 minutes isn't a big deal, but to the jackholes that intentionally do not vote yes , it will be a hassle. Of course the punishment should be incremental, 5-20-100-400 minutes.
