Mastery tree extra stats?

I have additional Bonus and MR on mastery trees particularly 3 points on Precision mastery under the Cunning-tree and Full mastery points on Unyielding mastery under the Resolve-tree.

My question is: At what time do they kick in? level 2? because the only bonus info, at level 1, are coming straight from my rune page.... wth?
