@Riot, Crit is weak until 40 min in the game

an adc killing me in 2 sec despite me building randuin (-20% crit reduction) and 200 armor is not good enough they're not able to burst you without last whisper, oh wait they can never mind

crit is very weak in early game please buff it, adcs need 40 min to make crit viable
