More Punishment for AFK/Feeding and AFK

There's really not a lot of reason that I shouldn't go AFK if I hate my team.

If we are losing in kills 9 - 45 and I leave, how come I can leave with no punishment?

This was a RANKED game. TBH I feel that Blind shouldn't be too strict, but when people are climbing the RANKED ladder, being a feeder/AFK'er is worthy of a suspension or something.

Same thing on my smurf. People can go and feed then AFK 0 - 13 - 1, but nobody reports them because the other team got a free win.

Explain plz.
