It's pretty dumb how you can look at your runes at level 8 but can't make your own until level 11, What the hell is about that o.O?

Idk, but summoner spells are also locked until a certain level.
I've been perusing the forum trying to see if anyone was talking about exactly this. I made a little alt to do whatever the 'teach a friend' questline was called with some buddies and was frustrated that I couldn't edit my rune pages. Once I hit level 8 I was frustrated that I could look at them but not touch. Once I hit 11 I was frustrated that I could edit only the keystone rune. The comparison to the summoner spells isn't quite right. You have zero access to flash/smite/ignite/etc until you hit the right levels for them. You are using the runes from level one, but you can't edit them to your situation/champion/opponent for no discernible reason past easing a new player into the system. I've been playing this game for six-ish years now and would greatly appreciate a 'veteran player' toggle to unlock custom rune pages immediately, or at the very least at level 8 when I can finally click on the rune page.
