what will you guy do when you are last 2 pick?

my question is that I have less than 10% winning rate when I am last 2 pick. that means I am 90% sure I gonna lose that game.

So, can I dodge that? and why would I got punishment when I dodge a game I am 90% sure I gonna lose it?
