AutoFill/Fill Cooldown

Instead of there being just a cooldown for not playing fill where you get autofilled a role, can there also be a cooldown for when you choose fill that you get support. I feel that the reason people don't play fill is because they do not want to get support. As a person that plays fill I do not mind support, but I also don't want 5+ games in a row as support. The only other option is to make support champions more fun than they are and actually feel like you are doing something when playing support to an adc.
