Why is Ivern Damage being nerf? Isn't the problem with him is his E cooldown?

I mean don't nerf AP Ivern he is balanced but the support ivern is very annoying to deal against. Reward AP Ivern for building AP and go squishy, while playing around with his E cooldown for high risk, high reward playstyle.

Ivern is the champion that does alot of peanut damage overtime but cannot burst or do decent damage. He is just very niche pick right now.
