[Champion Rework] Nocturne Rework Idea

I remember seeing that Riot wanted to rework Nocturne somewhere. Not sure where, but I definitely remember it was Nocturne. Coincidentally, I came up with an idea recently that would fit rather well with Nocturne being a living nightmare.

Note: Manaless, abilities cost health instead of mana, deals magic damage but scales with AD

Passive: Nightmare Fuel -Nocturne takes drastically reduced healing. To compensate, he has (balance this) base lifesteal. He cannot regenerate health without attacking. -Has double movement speed towards feared foes. ~This, lorewise, would be like him feeding off of the nightmares of those he rends. As he rends them, he is able to harvest their fear and use it against them.

Ability 1 (Q, I guess): (I don't have a name for this, if you could suggest something) Cost: (rito pls)% of Nocturne's max health CD: 16/15/14/13/12s -Nocturne unleashes a blast of (nightmare, I guess) in a direction, where it travels in a straight line. If it connects with an enemy, the target is feared for (2.5-ish, but less the farther it travels) seconds. Pierces through enemies and has a decent range to make up for the fear dropping off over a longer distance. Maybe it's a cone? ~This is to give Nocturne some time to get some auto attacks in, in the same way Ahri uses her charm to keep foes in one spot for her abilities.

Ability 2 (W, I guess): Paranoia (It's the same name as his ult, but that's because it works in a similar way to part of it) Cost: (rito pls)% of Nocturne's max health CD: 7/6.5/6/5.5/5s CD on terrain: 75/70/65/62.5/60s (Like with Talon 's parkour) -Nocturne uses the power of fear to propel himself forward (a little more than a flash) through walls, enemies and pretty much anything else to get to a destination. He is untargetable during hits but it takes him about 2 seconds to get to his destination. If he is to run into a champion in this way, he rends them Warwick style for (rito pls, preferably somewhat low)% of his AD with an extra (rito pls)% lifesteal for the rending over the duration of (3?) seconds, where he is targetable. ~He needs a gapcloser with his R changed, and this would also open up some extra lifesteal options for him. Unlike Warwick , the target isn't suppressed.

Ability 3 (E, I guess): Shriek of the Damned (I'm really bad at naming things) Cost: (rito pls)% of Nocturne's max health CD: 10s at all levels -Nocturne unleashes a disorienting scream, slowing enemies in a (Fiddlesticks Crowstorm range) radius, slowing enemies within by (rito pls)% for 4.5/5/5.5/5.75/6 seconds, but with the slow depleting over time. If champions are affected, Nocturne gets an additional 50% attack speed against the slowed champions, diminishing over time at the same rate as the slow. ~Once he has his foes where he wants them, he keeps them there. Also fits with his theme.

Ultimate (R): Highlander (MAN I'm bad at naming things) Cost: 80% of Nocturne's current health CD: 135/120/105s -Nocturne goes super saiyan harnesses the power of the fear within him to gain 200% movement speed (diminishes over 20s), 100% attack speed (diminishes over 8s, lasts longer when you're attacking someone), 50% damage reduction (INCLUDING TRUE) (diminishes over 4s), 40% lifesteal (diminishes over 15s) and (50% of your AD) extra attack damage. ~Bread and butter of his kit, he goes all out here. Still able to use his other abilities, he can speed at anyone easily to eat through their health and get his own health back. The damage reduction is to help him get to a target in the first place.

Of course, I have no idea how to balance any of this. Hence the (rito pls) marks and the lack of reasonable numbers. It's more the concept that I think might work.

Thoughts?

Note: I don't know if he'd work as much as a jungler anymore, morphing more into a support that can do damage. Of course, that may just because of the way I balanced it here. If he's given good base and if his AoE slow gets damage, maybe it could work for clearing.

Other Note: I thought his entire kit could use a rework since beforehand it was rather stale, as had been noted where I saw Rito was looking into reworking him.
