Random FPS drops

In just the past week, around when I installed windows 10, my FPS on league has is around 30-40 fps regardless of what the cap is. Usually my FPS is above or at 60 and rarely drops below. Changing my graphical settings doesn't effect the fps at all. I'm still getting around 100 in CS:GO so I know its only a problem with league. Also, my league doesn't open sometimes at all and i have to restart my computer to get it to open.

Anybody else have this problem or can help me?
