Skill vs Itemization

Does anyone else remember Malady? In it's original incarnation. Or Atma's Impaler? Or Innervating Locket?

All of these items were not changed, reworked, nerfed... they were removed entirely. They were removed because they shifted gameplay from being based on skill, adaptability, and choice... to absolutism in builds near universally. These items became flat out staples of the game, merely depending on your role. So, they were removed, for creating a meta around itemizing instead of viability.

Now we have Duskblade and Staikk Shiv. These two items can double the damage of any AD (and even some AP) champion that gets their hands on them. I am fairly certain the idea behind Bard was not to be running these things, as nothing he has actually scales with AD... but why not build them? Any champion can take these two items and excel.

Does this not seem like a step backwards? Especially considering you already gave any champion that wants it a form of Nasus' Q stacking.
