Kayle's future: Discussion

So I am curious as to Riot's goals/attitude towards Kayle such as:

1. What exactly does Riot wish for Kayle to do in League?
2. How are they attempting to attain these goals?
3. Is Kayle overpowered or under-powered
4. Why is Kayle consistently receiving nerfs even though she remains at a low pick/ban rate
5. Why does Kayle not fill a "niche" (that is to say she has no finite strength or weakness)
6. Will Riot continue to dissect Kayle's kit and distribute it to the other champions of League?

While I do not have the answers for 1-3 or 6 (or opinions; as what I ASSUMED to be true regarding these questions is obviously not) I do have opinions on 4-5 which I wish to share.

4. Kayle is(was) a monster in the right hands and can scale into the late game stronger than almost any other champion (albeit few people are capable of this as it takes a mastery of Kayle's mechanics and an understanding of the opposing champion's strengths and burst potentials)

5. Kayle DID fill a "niche" but no longer does due to the addition/reworking of new champions who can complete the goal of her game changing ability with greater results than Kayle may.

Kayle used to be a burst dependant champion, then a DPS champion and I found through playing her Kayle also provided very decent armor shred FOR HER TEAM when built properly, filling that niche for her team. Now however due to recent nerfs or changes I do not believe Kayle is capable of claiming any of these titles/roles and now falls into a middle ground of a support-like champion and more and more I find myself phrasing Kayle as a Glorified Zhonyas, since that is how I FEEL when I play her in League now.

Also I am not in any way including patches in which Kayle was obscenely overpowered, such as when Devourer was released and Kayle became a god-tier champion who could 1v5 while soloing baron. This conversation is meant to shed some light on some problems that I have been encountering during my game play as one of the champions I have the most fun playing on the Rift and I hope that it will be seen as such.

So, these are my questions to both my fellow Summoners and Riot. Where is Kayle going, how is she unique, what are her definite strengths and weaknesses and most importantly why should any of her very few supporters left continue to play a champion who cannot provide the fun experience on the Rift that she once did when chosen correctly into a situation because there are other champions who can fill that role better now?
