What if RIOT would make a big change?

What if RIOT made a change like this : All champions start at lvl 0 having all 3 abilities unlocked but weaker then the current rank 1 abilities , then after you just get levels and rank up abilities and at 6/11/16 you get the ultimate ability which is unlocked by itself instantely at this levels, this way a lot of level 1 cheese goes away also level 0 invades become more interesting and the problem with ranged abuse is ameliorated. Also to compensate that there will be more dmg at lvl 0 now, buff across the board all champions hp by 100.

Do you think having 3 abilities reduces early invades and cheeses?

What if a champion doesn't want to level up the ult at 11?

Do you think that a Kennen starting with 3 'weaker' spells at level 0 reduces his lane dominance?

This would fuck over a lot of champions. Nasus, for instance, is usually very reliant on level 1, since it's the only time he can stack safely before 20+ minutes without his opponent being away.

Also, even if the ability is weaker, it doesn't necessarily do anything. A Leona will have E and her stun instantly, and if you combine that with, say, a Kai'sa or Vayne...

This would actually increase level 1 cheese, because a lot of champions gated around not being able to be aggressive right off the bat would be fucked.
