Current Poppy Direction and Balance Questions

After the last couple patches with Poppy being slightly nerfed and then slightly buffed, it seems like Riot is done with her for now, but I'm still curious about a few things. I'd really appreciate being directed to any posts by Rioters on the topic, or if one could take a little time to answer here. :)

• Now that she's around a 49% win rate (according to Lolalytics), why not just take her up to 50% while she's being looked at?
• Is the goal not to place her at 50% in her current state, but make larger changes in the future? Where does Riot think she should be?
• Shouldn't she have a higher win rate than usual right now anyways, since she's a safe laner that does well against a lot of currently popular picks like Irelia, Camille, and Jax?
