Flaws with Sieging, Elixr of Ruin in the new season and how it doesn't fit with other siege items.

Before the rework for the new season most items that gave minions a buff usually applied to Tiber's, Void-lings, or Plants etc... and that is true except for the new which by description seems that it should give the buff to champion minions like ghouls but doesn't. The other siege items/upgrades still apply buffs to champion minions just like last season although a little different, so shouldn't an elixir of that same siege category apply a buff to champion's minions as well, instead of just the regular minions? If it is applying I'm not seeing it in game or on the stats please help the cool make more sense.
