Does Riot think that PermaSlows are healthy for the game?
I just wanted to propose this question for everyone, because I have experienced PermaSlows in game and am currently watching a streamer using

, and I have played this as well. I know just how beneficial it is for Brand's passive, Blaze, to trigger the PermaSlow'ing effects of his passive.
This item combination along with
in particular, but also with others such as
creates a hard counter for immobile melee champions. Tenacity does help, but since most of these champions have DoT (Damage over Time) effects that last anywhere from 2-4 seconds, and/ or zone control, it creates an environment where champions can be permanently slowed and damage chained.
While it is okay to be able to kite these champions, permanently kiting them is a problem, imo. Tenacity doesn't even help with the outliers who use
to its maximum effectiveness.

so one can assume that Riot thinks that this is a healthy playstyle.
AFAIK the only counterplay is to run for your lives using
or waddle away slowly while being chain slowed with your

on.
What if Diminishing Returns could be added to League of Legends, so that champions like
wouldn't be able to abuse items like
to such a great extent?
At this current time, it seems like Riot doesn't percieve that this is even an issue, but it makes immobile tanks and bruisers very much useless as they can be countered from purchasing one item.

to be in a healthier place. I want them to be useful without breaking the kneecaps of entire groups of champions. is anything being done about permanently slowing effects?
If not, would Riot consider adding a Diminishing Returns system to their current system of movement speed slows to reduce their effectiveness over time, thus allowing other champions some degree of counterplay to this imbalanced mechanic.
