Does Riot think that PermaSlows are healthy for the game?

I just wanted to propose this question for everyone, because I have experienced PermaSlows in game and am currently watching a streamer using item 3116 on Brand , and I have played this as well. I know just how beneficial it is for Brand's passive, Blaze, to trigger the PermaSlow'ing effects of his passive.

This item combination along with Brand in particular, but also with others such as Cassiopeia Malzahar Taliyah Viktor creates a hard counter for immobile melee champions. Tenacity does help, but since most of these champions have DoT (Damage over Time) effects that last anywhere from 2-4 seconds, and/ or zone control, it creates an environment where champions can be permanently slowed and damage chained.

While it is okay to be able to kite these champions, permanently kiting them is a problem, imo. Tenacity doesn't even help with the outliers who use item 3116 item 3022 to its maximum effectiveness. Nunu can even do this without item 3116 so one can assume that Riot thinks that this is a healthy playstyle.

AFAIK the only counterplay is to run for your lives using summoner 6 or waddle away slowly while being chain slowed with your item 3111 or item 3009 on.

What if Diminishing Returns could be added to League of Legends, so that champions like Gnar Yasuo wouldn't be able to abuse items like item 3022 to such a great extent?

At this current time, it seems like Riot doesn't percieve that this is even an issue, but it makes immobile tanks and bruisers very much useless as they can be countered from purchasing one item.

tl:dr; I want item 3116 item 3022 to be in a healthier place. I want them to be useful without breaking the kneecaps of entire groups of champions. is anything being done about permanently slowing effects?

If not, would Riot consider adding a Diminishing Returns system to their current system of movement speed slows to reduce their effectiveness over time, thus allowing other champions some degree of counterplay to this imbalanced mechanic.

In a league of jump, dash, bling and hop, strong consistent slow is needed. But I do agree some immobile melee champion becomes obsolete when facing strong slow. Then again those same group of champions weren't doing well even before the implement of the changes to rylai's crystal sceptor since the league of mobility creep aint really friendly to them at all. In the case of Gnar he is just hard to balance because of the his split forms provide different advantage in a much bigger diviation than other tradditional split form champions. (He also has distinct disadvantage in his 2 forms, too.) Not to mention split form champions are just hard to balance historically. In the case of item 3022 for Gnar it happens to highlight the advantage of BOTH his form, so it feels overpowered. I do think he is overall quite balanced.

Yasuo is basically a can of worm Riot opened after not learning from Riven that high mobility + high AD scaling melee champion that have assasination potential + DPS is a nightmare to balance. It is really hard to please both the player base for that champion and the players that play against them. OR they just think that the trouble is worth it since these champions attracts a dedicated player base. In the case of Yasuo item 3022 , I agree it shouldn't work so well, but it does. And you know what? It is sort of ok. Cause alot of other champions and item builds are like that. Are they "unbalanced"? probably. But if so many of them are "unbalanced", it sort of make them balance. At least that is what I feel currently.
