AP Kog's nerfs didn't 'bring him in line'

They crushed him down into the realm of 'why would I ever pick that for mid'?

The E base damage and ratio nerf probably should have shipped with a ratio buff to his W in addition to the base damage bump. AP Kog made little use of his W since he basically never wanted to get into W range. Making W use more rewarding on AP Kog would help him net a little more power while having a minor impact at most on AD Kogs grabbing .
