Is Shaco the perfect counter to Mage Support?

In an era where a backup glass cannon is one of the better support concepts... Shouldn't that make an early game annoying assassin be kinda OP? Not only can he make life difficult for two squishies in the bottom lane, but a few surprise roams to mid may just put things out of control. Tell me, is this good logic?
