@Riot What are your plans with exhaust?

It's very obvious that this isn't a healthy summoner spell and quite often nowadays you'll see assassins or bruisers running it as well, what used to be used defensively is now being used to make sure that people can't fight back

Mind you this is a single target spell with no counterplay after the whole QSS changes.
