Champion dashes and skillshots (Or Brands Q atleast)

I dont know if this is a general thing, I practically only see it happen when playing Brand. Like, ill be followed by a Poppy, running straight at me. I E her to set up the stun, then fire Q. Except she charges me at the same moment, LITERALLY phasing right through my Q and entirely ignoring it. No damage, no stun, nothing.

Since I dont really recall seeing it outside playing Brand, im guessing its his Q being wonky, but not sure. If it were champion dashes and charges doing it, id think I would see it more.
