How they should fix Lucian

So over the 2 or 3 year Lucian has been in the game there has been much confusion about how to balance him. I do not believe he is op, but I do think other carries are weak. But if they want a change I think they should give him the range on the ult back and his old attack range back and just put his Double shot passive on a 5 cool down this way he cant fire 11 shots in 2 seconds at lvl 3.
