If there is a single DC or AFK, reduce the surrender timing to 15 minutes

I've just finished a game where the enemy's mid laner Yasuo never reconnects in-game, and the enemy decides to just gives up right away and let us do a free finish.

This is just somewhat downright depressing. I don't like seeing a team where they will feel distraught for the entire game with a single member not in the team. So here's a common suggestion which I think has already been proposed multiple times in various threads:

If there is at least 1 person who happens to be either dc or afk, reduce the surrender time to 15 minutes instead of 20.

Let the banning feedback do its job as usual on the dc/afk, but please show some mercy for the other 4 members who had to waste their entire time fighting a losing battle. (Unless if it's a team of , then fk this team :p)

And btw, when I said afk, I'm talking about those who just hits Escape-Exit Game and goes "A Summoner Has Been Disconnected", not the ones who stands at base & walks a little to abuse the Leaverbuster.
