Curious... if Riot changed Leona's W to do percentage health damage instead of AP... would she then become a viable top laner? Thoughts? I mean we all want a sword and shield bruiser top lane... maybe we have one in Leona :)

Leona's most damning problem for top lane, imo, is her lack of built-in sustain. She burns through mana too fast to afford farming and trading even if her W did percentage health damage, her main defensive tool is also her main wave clear tool (short of accidentally starting a fight every time you want to wave clear with your E), while at the same time having no lane control if she simply chooses not to actively engage in the lane.
She would need an actual passive and a means of surviving for an extended period of time by herself before she would ever be a viable top laner.
Leona is fine in her role as an aggressive support
For Leona to go into a solo role, especially top lane, she would need a large scale rework to most of her kit. Because while she is a tank, she is missing reliable waveclear, a passive in a solo lane, any form of sustain, and some sort of trading mechanic, because all of her skills right now are about locking down one target, not about trading with it.
So, for Leona to go top lane, you would have to completely change Leona to the point where she wouldnt be the same champ that she is now, and she probably wouldnt be able to remain as a support. So if you want to sword and shield top laner, hopefully Riot will get around to making one, but I honestly doubt it as Riot considers that to be an overdone trope
She either needs to be able to proc her passive on her own (toplane only), get ad scalings or get % hp damage to atleast stand a chance against shit like Ornn who get 50% hp damage and just build full tank while outdamaging you to work top or jungle. Or a combination of it.
The only way to deal with tanks right now is building botrk, but by the time you got that it's already too late. only favourable matchups is against skirmishers afaik, beat a riven in lane earlier and i remember 1v1ing jax early back when i actually jungled her.
I've asked for ad ratios for months, riot doesn't want her out of the support role.
I do agree, her passive is one o the most support reliant on the game, and it would be a nice change i they made it selfmproc or changed it entirely
Allow leona to proc her innate on her own. It's really dumb how much support she is oriented and not having alternative lane/role. Maybe also give her some AD or AP scaling to her innate ability so we can build her as a fighter instead of support
Well, just FYI, she was made for the top lane when she came out. But people found her kit was good in the bot lane so they moved her to support, just like other champions....

We already have people using AD Leona Top and its working, to an extent. She could be a Top lane bruiser with team fighting capability with a few changes. Would this ruin her as a support though? I feel like she'd be a priority pick in the bot lane.
Technically Leona isnt even a support.. other then her passive which in the larger picture doesnt do a whole lot of added damage her kit doesnt shield, buff (Damage), heal, protect (armor and MR buff)... the only thing she brings to the party is CC.. and its an all in kit.. they need to change her scaling to either buff it more so its worth building AP, change it to AD, give her a viable passive she can use herself.. with the exception of Braum the other "Tank" supports can be played in other roles and still to well.. Thresh has some damage built into his kit and Kench seems to handle top lane just fine with his kit..
I have been wanting Leo to have a more versatile role other then just being a good kill lane support..
I think Leona would need a rework of her passive, ideally into something that can offer soem sustain. She is rather manahungry when it comes to waveclear, and she has no health sustain. She fully relys on overpowering trades, makeing her rather opressive to deal with if viable top, as she either just walks up to you and beats the shit out of you, or she sit's underneath her tower and waits for her jungler, relying on her abillity to funktion on a support budget.
I played her top some times in S3-5, and usually with alot succes in lane. However, i don't think my lane opponents had much fun in those matches... However, in the few matches where lane didn't went well, i had no fallback options other than hugging my tower and wait for the jungler, and even in the good games her lategame was not that great since she lacks scaleings.
Oooooor, she could remain a support since she already has insanely high single target lockdown? Like she was intended to be? Balance a champ around what they're designed to do rather than just what some players think they should do. Kind of like Tahm Jungle.
Before thinking about buffing leona plz think about what would happen to her being support

Maybe add that when Leona uses Q on a marked target, she restores some health? Make it small, but doubled or tripled against champions so she gets rewarded for looking for trades. After that add a damage increase to minions on her W so she can waveclear, as even with Tiamat she struggles to do so.
As some others have mentioned, she also lacks AD scalings, which would greatly benefit her as well.

You already have Irelia with a Vanguard cause she doesn't need full items slots with the useful items to be a broken champion.
