Remake system should detect who is sitting in base with no items.

If somebody is "reconnected" but with no items sitting in base it should allow remake anyways. Just lost my promotions to Plat II because of this. Pretty ridiculous this isn't already a part of the remake system. The Gragas never showed up at all we just opened mid at 8ish minutes.
