does exist an anti-boosting system?

its the second time straight that i rank up to diamond with a virgin account, i win most of my games (around 9/10) and everytime i feel like after a great winning streak im matched with lower elo players in my team than the others, usually they intentionally fed for lot of games. what im asking is, is it possible that this is the idea of "balanced" matchmaking? getting inted multiple times in a row has really low chance, the fact that happened many times makes me think.
