AFK in Ranked: Cut elo loss in half for teammates, penalize the leaver

AFK's are out of control in ranked. Habitual offenders or people that know they have lag issues keep jumping into queue. Why not put a larger part of the burden of elo loss on the leaver/AFK. You could just have everyone lose half the LP they would otherwise lose and put a larger elo loss on the leaver/AFK. I think it would be very hard to abuse this system and it would greatly lessen the burden of AFK's on the community.
