Does it pull from a table of all skins and give a chance for the upcoming ones?

Also what about Masterwork chests** I already own**? Will they have a chance to get future skins?

No only for released skins buddy sorry although you can keep the chest till the skins gets released than you might get it out of a box*[slayer-jinx-catface]*
