with the leavebuster

so i understand the leavebuster is there for the sake of the game and to punish those who put others at a disadvantage. but once you in the que ur stuck looking at time. now what if you made it so that time was more in the back round and leave it able to check out the store and runes and masteries. the reason for this being is that once you get put into back que u have to wait a total of 50 min to 1 hour 40 min if you allow people to be able to continue setup for the next game once they get put into proper que. Thoughts ppl
