@Riot Is there a reason that Riot seems so averse to talking about Lucian?

So to start, this isn't a complaint topic about buffing Lucian or anything_ (There's a reason this is in bold; You can find several of those all across the Boards and Reddit. Unfortunately, I'm pretty sure this is going to turn into a "buff Lucian's range, pls/no, he's fine, buff twitch/mf/etc." topic, but I really don't want that...)_.

But something I've noticed from popping in on the Boards and Reddit is that there have been several topics asking for a general overall discussion about him (mainly buff topics), but it seems like Riot is really averse to talking about him at all. You can search Lucian and check Riot comments, and you'll see that they've only commented like 20 times. I've seen very little comments on Reddit either, the last being DanielZKlein's suggestion about his Ult.

There have been several changes to him over the past 2 seasons, and there has been very little context about them other than "Defining him by succeeding in his short range" and "windows of opportunity and creating meaningful weaknesses". Those were both paraphrased from the previous season, but do they still apply? What I want to know is Riot's feelings on him and why they seem to avoid any kind of discussion about him and what Riot wants him to be (or not to be).

Just really want some kind of contextual discussion about him and what's Riot stand on Lucian in general.
