Thunderlord and DFT are so damn inconsistant with what they count as a "ability"

Some champs passives applies them Some champs passives do not Some champs passives on abilities apply them Some champs passives on abilities do not Some champs skills apply them Some champs skills do not

Seriously Riot, what the hell is wrong with this? Feedback from PBE it was working consistently with all abilities, autos and passives, but on live...it's all fucked...
