If Ferocity is the DPS/Sustain tree-

-then why is the Sustain Keystone only viable on champions that build Crit?

Would it be game-breaking to give it a non-critter triggering condition? Maybe something like knocking off a certain percentage of the champion's HP akin to Stormraider's?
