What are the Riot balance team doing?

I feel like they're nerfing and buffing the wrong champions, and the biggest problem is they're looking at how the pros play instead of looking overall and making an average, because not all of the league community are pros

For example 's Q received a heavy nerf yet again. Whilst champions like is still able to one shot me even after her nerfs, and she's been buffed again in the recent patch. I main and now his Q dmg doesn't feel right, I really hope they see whats broken and whats not because right now its seems as if they dont.
