I heard from a friend that uses custome skins, that riot may ban custome skins is it true?

it depends on what the program actually does. Just because you only use the custom skin on that program doesnt mean that is all it has with that program. Custom skins in general are ok mainly because they only affect you, and dont have any means aside from cosmetics.
Yeah man they are still good for now, unless you are using the one that changes the color of the minion before you last hit. anything that doesn't read game data is okay to use
