Vladimir- Health Mage?

Vlad's W and E now have their damage scaling off of Health and his Q now heals for % missing health. Are really big health builds now viable for Vladimir? Especially since Warmog's now has CDR.

Just tried out this build: It had decent success. Went 6/2/1 I recall (not sure on exact assists).
