Queue Dodging

So I rarely (if ever) dodge a queue, but I was just hit with the queue block for dodging despite it being probably a good decision to dodge. Someone insta-locks Fiora with smite, but refuses to communicate via chat whether it's a smite Fiora top (which would be wierd, but it's normal blind pick queue) or a jungle fiora (seems equally odd to me). I get that dodging a queue should have consequences, but this feels like it was a toxic AF situation waiting to happen - and I'm being punished for avoiding it?

In unrelated news - why am I not getting better no matter how much I play? I feel like every game is a hopeless uphill battle - on the rare occurrence I have a quality game, 2 other lanes feed hypercarries and I lose anyway.
