@Riot Madred's Bloodrazor

Madred's Bloodrazor would be an awesome item to have again since Devourer seems to be really hard to balance and kinda wonky IMO. The %hp damage would be unique of course so you can't stack it BoTK. Have you guys thought about maybe bringing it back and if not, why not.
