Zilean Passive Buff idea(s)

is a Champ I main and honestly I think his kit works very well, his ratios could be tweaked a bit (buffed) but overall he is a solid champ but not flashy or anything, just a solid utility mage with decent to high dmg (depending on your build) and a kit that requires some level of choice and has a solid skill ceiling and floor

I am actually thinking a addition to his Current Passive INNATE: Zilean generates Experience icon 2 / 3.5 / 5 / 6 / 12 (based on level) experience (does not count towards level up) every 5 seconds. Time in a Bottle is on cooldown when the game starts.

When the amount stored is enough to level up an allied champion and Zilean has been out of combat for the last 10 seconds, he can right-click the target ally to initiate a 1 secondChanneling icon channel (if interrupted, Time in a Bottle goes on a Cooldown reduction icon reduced cooldown).

A successful channel levels up the target and grants Zilean the stored amount as Experience icon experience of his own.

My Suggestion would be to keep everything the same for that part but also add in

"While Time in a Bottle is on Cooldown Zilean Gains Bonus Experience from Monster and Epic Monster Kills and Assists"

Doesn't have to be a massive amount, maybe only 10% more Experience of 15% something simple like this. OFC if Riot would want him to get 30% more or something I wouldn't mind

Overall I think is in a pretty decent spot though and the main reason I would like to see something along these lines is because it could help him stick with some of the fast paced games that can happen but also it helps develop his niche a little more in the support role since it would mean he has something else that nobody can really do which is basically expanding on catch up / snowball by simple farming. So when you are down you can catch up and have your adc catch up quicker and when you are snowballing it actually feels like you are

(just so we are clear, is mr consistent, he doesn't really snowball super hard but that isn't to say that when he is ahead you don't notice, it's more like there are dozens of champs who are more imposing when ahead)

The other idea I have is (also a addition to his passive) "When Zilean Stuns 3 or more targets by landing 2 Qs, gain a burst of CDR% & Magic Pen% (scaling with Level) for 10 sec"

This too is a more direct approach to snowballing as well as a indirect counter to being snowballed on. Since Zilean needs CDR so badly and as Support it can be tough to build Morellos and it's so inefficient to build Void Staff early (although I feel like it maybe something to do just so it can be useful later but i never do it) his AP Ratios are actually pretty solid but he needs A LOT of AP and this would allow him more access to some things that would enable him to be a bigger team force on the map.

If you play how do you feel about something like that? If you hate the idea then please give details and I've tried to be objective and not just ask for too much but i think he could be sped up early in terms of effectiveness but then against just simply reducing his Q base CD would do something similar lol
