Bot games in regular pvp?

I keep joining pvp games and seeing all the enemies as "bots". I don't get it. I am not joining coop vs ai, yet the enemies say bot in their name. But the wierd thing is, after the game in the lobby, they have normal names. What the hell is going on here?
