bots epidemic

I played twisted treeline twice to get ready for hexakill, and both times i played games where both teams were entirely made of bots. they were level 30, but had no mastery setup, were entirely unskilled, and never spoke. they constantly executed themselves on towers, died stupidly, did nothing but rush me the way bots do, and were just boring to play against. I ended both games before any of them had completed a single item. I was wondering whether this is just the state of twisted treeline right now?
