Would Riot consider having a "ghost" passive where you don't have unit collision the first 3 levels

Top lane feels bad as a melee against ranged. The first 3 levels are almost unbearable. Where every CS you risk losing 1/2 your hp ESPECIALLY if you get minion blocked to path poorly or walk all the way around casters. Would it improve the experience at all to have a ghost type passive to prevent unit collision for the first 3 levels? Maybe exclusively melee? This could be a terrible idea, more just spitballing here.

In my opinion they should fundamentally change the way champions move through minions. Champions should always displace minions, at the cost of a small move speed debuff, except for the first two waves of the game, which should be ghosted until they take damage to prevent shenanigans (I think the first one is already ghosted but I'm not sure.) This would remove the situations where you get awkwardly body blocked by your own minions or completely screwed by ridiculous pathing.

This isn't quite what you're talking about, but some champions do have a passive where they do not have collision with minions.

Kassadin and Fizz are two examples of this.
