Riot Ruined Bard (but not in the way you think)

Bards autos no longer proc 2 stacks of spelltheif... This bug makes him painfully weak and kills his roaming.

And the buffs kill his late game roaming. Hence he is weaker. Riot. Fix this fucking big asap.
