Old champion vs New champion

Teemo used to be a lane bully and now fall off because he can't deal with the new champions.

Quinn got reworked and can easely deal with the new champion and upcoming mechanics in the game.

Can teemo get a rework already? Either buff him and give him tools or rework him.
