Surrender vote should be vetoed if a person in their Promos votes "no"

I think even with a 4-1 forfeit vote, if the person who is in his promo games votes "no" that the surrender is nullified so that they are screwed out of their game less often.

Obviously this doesn't prevent someone from throwing the game on purpose because the vote didn't go through, but nothing is stopping them from doing that for any reason in any match besides the risk of getting Ranked restricted. Overall, there would simply be fewer games where a person lost his promos because he was the only one that wanted to keep trying.
