Best way to make % penetration work is to make it on BONUS resistances only that way tanks(who have naturally higher base resistances) can actually feel tankier

Riot introduces %hp, constant nerfs tanky items and introduce anti tank mechanics and whatnot, because they always feel tanks are too tank and ranged/squishy are too squishy.
So their solution is to make tanks do less damage, cc oriented but not really tanky and make squishy do more damage, with dueling capable cc and somewhat tanky.

Yasuo's ult penetrates only bonus armor as said in the Champion spotlight, https://www.youtube.com/watch?v=fkM20LgOdKQ so taking into account that it just adds on to your current % armor pen in game i'm assuming that all % penetration works in the same way. The only things that can penetrate base armor or mr is flat pen or armor/mr reduction abilities or items ie. Trundles ult, Black cleaver, wits end.
