Vayne can have a bike, but Xin cant have a horse???

Probably what happened was that it didn't come up in development for Xin, while it did for Vayne.

a horse would take waaaay more animation effort than a bike and would bring the price of the skin up

I mean most Chinese soldiers were on foot for battle. Plus xin would probably get lazy, have less stamina, and lose combat stats if he rode a horse around the rift.

i really think xins warring kindoms skin should of had a horse or at the very least a pony

and Xin also gets completely dumpstered due to a "buff" to PtA that was actually a fucking nerf.
