Why Do You Get Penalized For Someone Else Dodging?

What is it with these ques?

I que for a game and it took about 1 min to find a game........during bans someone dodged. You would think that since you were already in a champ selection and you were not the one that dodged that you would be put in a top priority and quickly find another game, but no it took another 8 minutes just to get into another champ selection. Thats more wait time than i would of got myself if i was the one that dodged.
