Daily reminder that rules of applying Decree stacks still make no sense

Make it simple:

• one ability = 1 stack, regardless of anything it might proc, or how many instances of damage it deals
• 1 basic attack = 1 stack, regardless of empowerments, on-hits, or anything it might proc

Right now affinity for Decree is random bit of power that some champions have, and some don't. It has nothing to do with balance, clarity or reason. Why would physical empowerments not proc it, but magical would? Do we really expect new players to learn that physical bonus damage on basic attack is coded differently, so it makes one TLD proc? Why would some champions be allowed to proc it with just ability+auto, or single ability when it is so much advantage on early evels? How can we expect to have the game balanced when so much power was granted to some champs in seemingly random manner?
