Does Kayn's base form passive need to be buffed in the early game?

The amount of orbs you gain early on feels so miniscule that the incentive to pick fights or ganking for orbs over farming is not worth it. Anyone else think it needs to be buffed to give players a reason to play aggressive earlier instead of just farming until enough time has passed that the orb rate is decent?
