All they have to do is make defensive runes and tank itemization good again and he'll go back to being a top shelf pick. The majority of his issues are linked to itemization and scaling. He greatly benefits when everyone is building tankier and not just stacking damage.

He's an awkward champ to buff and he is kinda viable as long as the enemy doesn't pick one of his several easy counters

Plus he's not a champ they can buff to sell skins since no one will play him even if he's good, like Skarner
